学习型大国的大教育建设承载着回应时代变革的战略需求、满足全民发展的公平诉求、顺应产业升级的转型呼唤、担当文明进步的全球使命等四重价值，是中国式现代化进程中的基础性战略工程。学习型大国的大教育建设是一种以“人的终身全面发展”为本体，以“系统集成”为方法论，以“开放协同”为认识论，以“持续进化”为过程论的新型教育范式。它旨在构建一个能支撑每个人实现其生命潜能，并能引领国家现代化进程的全民终身学习生态系统，具有国家保障的普惠性、实时动态的调适性、发展通道的无限性、全球影响的辐射性等特征。当前，学习型大国的大教育建设还存在社会协同不足、制度保障缺位、数字赋能不足、评估机制单一等现实问题，须从四个进路推进：第一，深化社会协同与文化建设，培育全民终身学习生态；第二，强化政策引领与制度保障，完善学习型大国建设的顶层设计；第三，推进数字化学习赋能，构建智慧教育支撑平台；第四，构建科学评估体系，健全学习型大国建设的多维评价机制。

The construction of great education for a learning-oriented great country embodies four core values such as responding to the strategic demands of the changing times, meeting the fair demands for comprehensive development of the people, responding to the transformation demands of industrial upgrading, and undertaking the global mission of cultural progress and so on. It is a fundamental strategic project in the process of Chinese-style modernization. The construction of great education for a learning-oriented great country is a new educational paradigm that takes "the lifelong comprehensive development of individuals" as its core, "system integration" as its methodology, "open collaboration" as its epistemology, and "continuous evolution" as its theory of process. It aims to build a national lifelong learning ecosystem that can support the realization of everyone's life potential and lead the process of national modernization. It has the characteristics of inclusive state guarantees, real-time dynamic adaptability, unlimited development channels, and universal global influence and so on. Currently, there are practical problems in the construction of great education for a learning-oriented great country, such as inadequate social collaboration, absence of institutional guarantees, insufficient digital empowerment, and a single assessment mechanism. To address these problems, the construction of great education for a learning-oriented great country should be advanced from four approaches: firstly, deepen social collaboration and cultural construction to cultivate a national lifelong learning ecosystem; secondly, strengthen policy guidance and institutional guarantees to improve the top-level design for the construction of a learning-oriented great country; thirdly, promote digital learning empowerment to build a smart education support platform; fourthly, construct a scientific assessment system and improve the multi-dimensional evaluation mechanism for the construction of a learningoriented great country.
