将社会服务收入纳入教师绩效工资是激发教师社会服务积极性、提升学校办学活力的重要制度设计，是社会服务激励政策的核心。国家对此有明确政策，但各地落实参差不齐，不足一半省（区、市）在推动职业教育高质量发展等政策中明确了社会服务收入纳入绩效工资的比例，只有北京等少数地区出台了专门实施办法。推动国家社会服务激励政策落地生效，需强化地方相关部门协同，加快制定实施细则；严明实施过程纪律约束，加强督导与评估，引导学校兼顾社会服务的经济效益与社会效益，统筹推进学历职业教育与社会服务协同发展。
Abstract：Including social service income in teachers' performance-based pay is an important institutional design to stimulate teachers' enthusiasm for social service and enhance the vitality of schools. It is the core of social service incentive policies. The government has clear policies on this, but local implementation varies. Fewer than half of the provinces(autonomous regions, municipalities) have specified the proportion of social service income included in performance pay in policies promoting high-quality vocational education. Only a few areas, such as Beijing, have issued dedicated implementation measures. To effectively implement the national social service incentive policies, it is necessary to strengthen coordination among local relevant departments and accelerate the formulation of implementation guidelines; strictly enforce disciplinary measures during the implementation process, enhance supervision and evaluation, guide schools to balance the economic and social benefits of social services, and coordinate the development of academic vocational education with social service activities.
