“十五五”时期是我国职业教育迈向高质量发展的关键阶段，职业院校要高度重视“十五五”学校事业发展规划的编制。在分析了职业院校编制“十五五”发展规划重要性的基础上，提出规划编制要以《中共中央关于制定国民经济和社会发展第十五个五年规划的建议》为依据，契合国家经济社会发展战略，体现职业教育发展新要求，系统应对人工智能等新技术带来的挑战。规划编制要锚定国家政策与战略导向，找准目标定位；基于学校现有发展基础，谋划好学校发展战略目标和重点任务；要对标产业升级与技术变革，锚定内涵建设核心；要设定差异化发展目标，体现学校特色和优势；要紧扣发展总体目标，确定重点建设任务。规划编制要处理好与区域经济社会发展的关系、蓝图描绘与解决问题的关系、总体规划与专项规划的关系，落实好规划实施的保障措施。

The "15 th Five-Year Plan" period marks a crucial stage for China's vocational education to move towards high-quality development. Vocational colleges and universities should attach great importance to the formulation of their school development plans for the "15 th Five-Year Plan". Based on an analysis of the importance of formulating "15 th Five-Year Plan" development plans for vocational colleges and universities, it is proposed that the planning should be based on the "Recommendations of the Central Committee of the Communist Party of China for Formulating the 15 th Five-Year Plan for National Economic and Social Development", align with the national economic and social development strategy, reflect the new requirements for vocational education development, and systematically address the challenges brought by new technologies such as artificial intelligence. The planning should anchor on national policies and strategic directions, identify clear goals; plan well the school's development strategic objectives and key tasks based on the existing development foundation of the school; benchmark against industrial upgrading and technological transformation, anchoring on the core of connotation construction; set differentiated development goals,reflecting the school's characteristics and advantages; closely align with the overall development goals, determining key construction tasks. The planning should handle well the relationship between regional economic and social development, the relationship between blueprint depiction and problem solving, and the relationship between overall planning and special planning, and implement safeguard measures for the implementation of the plan.
