中国职业技术教育

为系统研究新世纪以来我国职业教育评价政策，运用政策文本挖掘、计量分析和社会网络分析法等对新世纪以来我国职业教育评价相关政策文本进行编码归类，构建了“政策工具—政策要素—时间序列”三维分析框架，并对各维度进行计量分析。在此基础上，结合历史制度主义相关理论，对新世纪以来我国职业教育评价政策发展阶段进行时间序列划分，分析各阶段政策演进及基本特征。通过对相关政策演进的核心要素及政策工具分析，结合政策文本计量，提出政策建议：均衡使用评价工具，加强职业教育评价政策保障；有针对性地运用政策工具，强化职业教育评价政策的区域调适与适应；善用激励工具，完善协同共治评价体系。

To systematically examine China's vocational education evaluation policies since the new century, this research employs methods including policy text mining, quantitative analysis, and social network analysis. Relevant policy texts are coded and categorized, and a three-dimensional analytical framework of “policy tools—policy elements—time sequence” is constructed, followed by quantitative analysis across these dimensions. Based on the theories of historical institutionalism, the stages of vocational education evaluation policy development since the new century are chronologically divided, with an analysis of policy evolution and characteristics at each stage. Through examining the core elements and policy tools in the evolution of relevant policies, combined with quantitative analysis of policy texts, the study proposes recommendations: balancing the use of evaluation tools to strengthen policy support for vocational education evaluation; applying policy tools in a targeted manner to enhance regional adaptation and flexibility of vocational education evaluation policies; and making effective use of incentive tools to improve the collaborative governance system for evaluation.
