高等职业教育资源下沉是实现县域产业转型升级的重要战略举措。县域产业在与地方性知识的交互中，呈现出外部精益型、内源传承型、内源标准型与外部新兴型等差异化形态。这一分类要求高等职业教育必须超越同质化的资源供给逻辑，聚焦支持县域产业结构优化、服务地方性知识传承以及培养高素质技术技能人才的关键任务。高等职业教育可以通过复合技能与整体行动能力培养、职业继续教育、标准技能与短期培训、知识应用与问题解决等多元进路设计，嵌入县域产业与地方性知识的互动过程，支持县域产业质量的有效提升。在实施层面上，需构建动态调适的政策供给体系，强化县域多元协同治理网络，并引导职业院校围绕课程、教学与师资等核心要素开展在地化重构，系统提升高等职业教育资源支撑县域产业高质量发展的效能。

The decentralization of higher vocational education resources is a crucial strategic measure for achieving the transformation and upgrading of county-level industries. In their interaction with local knowledge, county-level industries exhibit differentiated forms such as externally lean, internally inherited,internally standardized, and externally emerging. This classification necessitates that higher vocational education transcends the homogenized logic of resource supply and focuses on supporting the optimization of county-level industrial structure, serving the inheritance of local knowledge, and cultivating high-quality technical and skilled talents. Higher vocational education can embed itself into the interactive process between county-level industries and local knowledge through diverse approaches such as the cultivation of composite skills and overall action ability, vocational continuing education, standardized skills and shortterm training, knowledge application, and problem solving, thereby supporting the effective improvement of the quality of county-level industries. At the implementation level, it is necessary to construct a dynamically adaptable policy supply system, strengthen the diversified collaborative governance network at the county level, and guide vocational colleges to carry out localization reconstruction around core elements such as curriculum, teaching, and faculty, systematically enhancing the effectiveness of higher vocational education resources in supporting the high-quality development of county-level industries.
