公共部门的政策措施如何支持终身学习成为研究的焦点,基于世界各国或组织的57份终身学习政策文本研究发现:终身学习政策主题聚焦于扩大终身学习机会供给、提高终身学习质量、推进终身学习治理能力与治理体系建设、将终身学习作为个体应对未来挑战的手段;同时存在着过多使用权威性政策工具带来政策僵化风险,能力建设性工具内部失调导致政策执行停留表面,符号规劝工具和学习工具使用过少弱化政策与目标群体互动的价值,整体政策工具分布存在长效建设缺失倾向的问题。鉴于此,我国有必要提高政策工具结构效率和科学性,建立刚性法律与柔性规划结合的制度框架以健全终身学习政策体系,发展终身学习文化实现社会文化场引导公民参与终身学习。
