数字赋能学习型社会建设的意涵、挑战与路径

摘要:

在教育强国及学习型大国建设背景下,教育数字化正在进行新的战略布局,从学校教育领域拓展至终身教育领域。数字赋能学习型社会建设具有5个方面的重要意义:快速提升我国人力资源平均水平、获取数字时代的互联网红利、促进教育公平与区域均衡发展、服务人口老龄化国家战略、为学习型大国建设奠定基础。当前,其面临着多重挑战:建设工程具有系统复杂性、终身教育理论与实证研究薄弱、公民的数字素养急需提升、制度建设滞后等。基于此,建议政府主管部门完善终身数字学习公共服务体系、重视数字赋能工作场所学习、拓展老年群体数字学习渠道、加强公民的人工智能素养教育、促进开放大学体系化转型、推进终身学习立法。

Abstract:

In the context of building a powerful country in education and a learning-oriented great country, the digitalization of education is undergoing a new strategic layout, expanding from the field of school education to that of lifelong education. Digital empowerment in the construction of a learning society has five significant meanings: rapidly improving the average level of human resources in our country, seizing the Internet dividends of the digital age, promoting educational equity and balanced regional development, serving the national strategy of population aging, and laying the foundation for the construction of a learning-oriented great country. Currently, it faces multiple challenges: the projects have system complexity, weak theoretical and empirical research on lifelong education, urgent demand of enhance citizens' digital literacy, and lagging in institutional construction and so on. Based on this, it is suggested that the government department in charge should improve the lifelong digital learning public service system, attach importance to digital empowerment in workplace learning, expand digital learning channels for the elderly group,strengthen artificial intelligence literacy education for citizens, promote the systematic transformation of open universities, and advance the legislation for lifelong learning.
