成人学习与教育促进可持续发展:一项变革议程——基于《马拉喀什行动框架》的解读

摘要:

作为终身学习的核心组成部分,成人学习与教育在促进可持续发展方面扮演重要的角色。为回顾与反思2009年以来全球ALE取得的进展和面临的挑战,确定未来行动方向,第七届国际成人教育大会发布了《马拉喀什行动框架》。该框架明确了ALE未来发展的愿景,确定了两大原则和五大优先事项,提出了七大行动路径。从框架整体看,MFA体现了目标对接性、环境适应性、内容的科学性和思想的变革性,有利于指导所有的利益攸关方和教科文组织会员国促进ALE及全民终身学习。可以说,MFA为各国ALE提供了有价值和有远见的行动指南。因此,各国需要把ALE作为终身学习的核心组成部分来考量政策制订、经费投入和效果评价;积极拓展ALE的服务功能,为绿色技能、数字技能、横向技能以及全球公民意识的培养做出贡献;从内容、过程和结构维度对ALE进行系统变革,为构建新的社会契约提供支撑;不断加强国际合作,实现本土与国际ALE的发展同向同行。
