从保障公平到强化赋能:欧盟终身学习政策的演进、实践与发展展望

摘要:

20世纪90年代以来,欧盟通过一系列战略性政策框架,致力于推进各成员国终身学习体系建设,取得了实质性成效。欧盟终身学习政策演进经历了公平奠基期、能力转向期和数字赋能期三个阶段,呈现出“保障权利—提升能力—激发潜能”的递进逻辑。欧盟终身学习政策的有效实施得益于系统化实践体系的构建,具体包括建设弹性互认的成果转换体系、营造智能开放的终身学习环境以及构建需求驱动的终身学习治理闭环。在新的时代背景下,欧盟终身学习亟须构建更加具有韧性和包容性的政策体系,在数字赋能激活个体能力、绿色技能支撑可持续发展、精准施策促进社会公平以及区域协同深化资格互认等方面实现突破。

Abstract:

Since the 1990s, the European Union(EU) has been committed to advancing the construction of lifelong learning systems in its member states through a series of strategic policy frameworks, achieving substantial results. The evolution of EU lifelong learning policy has progressed through three stages: the equity foundation phase, the competence transition phase, and the digital empowerment phase, demonstrating a progressive logic of "ensuring rights — enhancing competencies — unlocking potential." The effectiveness of the EU lifelong learning policy has been underpinned by a systematic, practical framework, including establishing flexible, mutually recognized achievement transformation systems; fostering smart and open lifelong learning environments; and building a demand-driven governance cycle for lifelong learning.Against the backdrop of a new era, the EU's lifelong learning agenda urgently needs to construct a more resilient and inclusive policy system, aiming for breakthroughs in areas such as leveraging digital empowerment to activate individual capabilities, developing green skills to support sustainable development, implementing targeted measures to promote social equity, and enhancing regional cooperation to deepen mutual recognition of qualifications.
