国际视野下的绿色技能开发与中国路径选择

摘要:

绿色增长对劳动力市场的影响整体上是积极的。绿色技能是劳动者所需要的促进社会、经济和环境可持续发展的技术能力、知识、价值观和态度。它包括通用型绿色技能、与特定绿色职业相关联的科学、技术、工程和数学(STEM)方面的能力和针对绿色转型的领导力和管理能力。绿色技能开发与可持续发展教育在价值取向上逐渐走向统一。其面临的挑战包括:与短期发展目标的冲突、对绿色发展认识的不足、治理机制不健全和学校系统反应迟滞等。我国开发绿色技能的路径主要是:发挥新型举国体制优势,科学设计开发系统;针对供需差异,加强有效政策供给;整合社会力量,发挥大企业引领作用;实施"绿色职业院校"试点工作,开展行动研究等。
